There are a ton of reasons why someone would laminate a plastic film to paper. From wipe ability, to moisture protection, to something as vain an appearance. The plastic film makes the paper more difficult to recycle in many instances (not all), therefore making it more expensive to process what results in low quality product for making paper again.

Not everything that is recycled comes back as what it started. Many times it is down cycled, laminated paper can be downcycled into drywall, adhesives, pavement adhesive fillers, roof tiles, insulation, and a ton more products that are themselves NOT recyclable.

So if you are buying packaging, don't laminate it unless you absolutely need to.
